Doug has been married to Mary Beth, a former public school teacher, for 42 years. They have lived and owned a home in Ward 2 for 31 years raising five children who attended Minnesota public schools. Mary Beth and Doug have also fostered over 20 infants and children. They adopted their youngest child from the foster care system. The Biehn family are 43 year parishioners at St. Mary of the Lake.
Doug was first elected to the City Council in 2009 and while serving, the city of White Bear Lake has achieved and maintained the second lowest property tax rate of comparable Minnesota cities with a population between 16,000 and 37,000. While maintaining very low taxes, a recent survey of White Bear Lake residents revealed a 94% positive satisfaction rating of excellent or good. Doug currently represents the city on the Ramsey County Emergency Communications Dispatch Committee, the League of Local Governments and is the current chair of the White Bear Lake Housing & Redevelopment Authority.A graduate of Lakewood College and the University of Minnesota, Doug served as a peace officer for the Ramsey County Sheriff’s Department for 28 years rising from Deputy to the rank of Commander. Doug has volunteered for many community activities including; Special Olympics of Minnesota, D.A.R.E, Battan’s Disease Walk/Run, and as a volunteer instructor for the Ramsey County Citizens Emergency Response Team.
